2014 International Bluegrass Music Awards Rules of the Election

THESE AWARDS ARE TO HONOR PEOPLE WHO ARE KNOWN AS, AND HAVE ACHIEVED FAME AS, BLUEGRASS MUSIC PERFORMERS.

THE ELIGIBILITY PERIOD IS FROM APRIL 1, 2013 THROUGH MARCH 31, 2014. To qualify for awards consideration, albums and songs must have been released during the eligibility period. "Release" shall be defined as the date on which any portion of the general public, anywhere in the world, first acquires (through sale or for free) and holds ownership of a playable copy of the entire recorded album project or song under consideration in any format or through any method of distribution. Promotional copies sent to the entertainment industry or media entities to foster awareness prior to public release shall not be considered in determining the date of release. At least 50% of the songs on an album must be new recordings first released during the eligibility period to be eligible.  IBMA reserves the sole and exclusive right to make eligibility determinations and may require additional information from candidates and/or their representatives in order to make such determinations.

VOTING IS LIMITED TO CURRENT PROFESSIONAL MEMBERS OF IBMA AT EACH STAGE IN THE ELECTION PROCESS.

NOMINEES ARE NOT REQUIRED TO BE MEMBERS OF IBMA.

THE ELECTION WILL BE ACCOMPLISHED IN THREE STAGES AS FOLLOWS:
NOMINATIONS: Each current Professional Member of IBMA may make as many as five nominations per category* and subcategory on ballots to be delivered via postal service or electronically no later than May 14, 2014 for return by June 13, 2014. The information provided includes: 1) cover letter; 2) rules of the election; 3) Official Nominations Ballot; 4) Riney Hancock & Co., PSC return envelope (for ballots delivered via mail); 5) A Voter Certificate to be signed (physically or electronically) and returned with the ballot in order for that ballot to be counted. See the Eligibility List for reference. *(The first stage of election for the Emerging Artist of the Year award may be supplemented by candidates determined by special committee and submitted to the full voting membership in the second stage of balloting.)

SECOND BALLOT: To be delivered no later than July 10 2014 for return by August 1, 2014. All eligible nominees receiving ten or more votes on the first ballot will become candidates for awards and shall be placed on the second ballot. *(Song of the Year, Recorded Event, Gospel Recorded Performance and Instrumental Recorded Performance candidates will be all songs or tunes receiving ten nominations or more, or the top ten vote getters, whichever number is greater.) Each professional member may vote for no more nor less than five candidates in any category in which they choose to vote. The Second Ballot information shall include: 1) Official  Second Ballot containing a listing of all eligible candidates; 2) Riney Hancock & Co., PSC return envelope (for ballots delivered via mail); and 3) A Voter Certificate which must be signed (physically or electronically) and returned with the ballot in order for that ballot to be counted.

FINAL BALLOT: To be delivered no later than August 14, 2014 for return by September 15, 2014. The top five vote getting candidates in each category of the second ballot stage will become final nominees. Each professional member of IBMA may vote for their number one choice in any category on this final ballot. The Final Ballot information shall include: 1) Official Final Ballot containing a list of the top five nominees in each category; 2) Riney Hancock & Co., PSC return envelope (for ballots delivered via mail; and 3) A Voter certificate which must be signed (physically or electronically) and returned with the ballot in order for that ballot to be counted.

THE RESULTS OF EACH STAGE OF THE ELECTION WILL BE MANAGED AND FINAL TABULATIONS BY RINEY HANCOCK & CO., PSC, OWENSBORO, KENTUCKY, ACCOUNTING FIRM. ONLY THE RESPONSIBLE EMPLOYEES OF RINEY HANCOCK & CO., PSC WILL KNOW THE RESULTS OF THE FINAL TABULATIONS UNTIL THE WINNERS ARE ANNOUNCED AT THE INTERNATIONAL BLUEGRASS MUSIC AWARDS ON OCTOBER 2, 2014

THE AWARDS ELECTION PROCEDURES ARE ESTABLISHED BY THE BOARD OF DIRECTORS OF IBMA. THE IBMA AWARDS CRITERIA & ELIGIBILITY COMMITTEE DETERMINES ELIGIBILITY (i.e. ASSURING THAT ALL NOMINATIONS FALL WITHIN THE SPECIFIED ELIGIBILITY PERIOD, ETC.)

CURRENT PROFESSIONAL MEMBERS OF IBMA MAY VOTE FOR ANY OR ALL CATEGORIES APPEARING ON THE BALLOT. IT IS NOT NECESSARY TO VOTE IN EVERY CATEGORY.

THE OFFICIAL BALLOT SHALL NOT BE ALTERED IN ANY MANNER AND MAY NOT BE DUPLICATED FOR VOTING PURPOSES.

THE ACCOUNTING FIRM TABULATING VOTES AND THE AWARDS ELIGIBILITY COMMITTEE INTERPRET EVERY VOTE CAST LITERALLY AND MEMBERS MUST BE VERY SPECIFIC IN IDENTIFYING EXACTLY WHICH CANDIDATE THEY ARE VOTING FOR. FOR EXAMPLE, PLEASE LIST THE COMPLETE BAND NAME IF VOTING FOR AN ENTIRE BAND OR AN INDIVIDUAL’S NAME IF VOTING ONLY FOR ONE PERSON FROM WITHIN A BAND.
